History of FES Rwanda

The government of Rwanda, represented by the Ministry of Local Government (MINALOC) and the Friedrich-Ebert-Stiftung (FES) signed an agreement of cooperation in February 2017, to formalise cooperations.

All objectives are based on the Rwanda Vision 2050, especially focusing on its Pillar 1 "Good Governance and a Capable State".

The objective of FES Rwanda is to provide partnership in the following activities:

  • To promote and strengthen social justice with a focus on the area of social protection, good governance, decentralization and democracy.
  • To provide capacity-strengthening to relevant organizations and promote citizen education and participation by bringing together representatives from different sectors of society and policy makers with the objective to strengthen the development and comprehensive coverage of social policy initiatives and therewith support Rwanda to achieve its commitments as set out in the Second Economic Development and Poverty Reduction Strategy (EDPRS 2).
  • To address together existing challenges affecting the abovementioned topics and citizen participation in decision-making and to increase awareness across Rwanda and internationally of the benefits of national social protection programmes and lessons learnt of increasing citizen participation, with a focus on increased participation of the informal sector.

Our work will be focused on

  • the Second Economic Development and Poverty Reduction Strategy (EDPRS 2) and its third principle: Inclusiveness and Engagement: creating ownership of development at all levels and providing learning and feedback mechanisms to improve solutions.
  • the EDPRS 2 priority to enable graduation from extreme poverty and improving the coverage and targeting of core social protection programmes and considering the Social Protection Strategy of the Ministry of Local Government.
